Deep in the mountains along the New River, near the Anderson and Morgan County line, Fork Mountain developed around an industry that transformed much of the northern Cumberland Plateau. Coal brought companies into the narrow valleys. The railroad made large-scale extraction possible. Houses, stores, schools, mines, tipples, and churches followed, creating a community whose fortunes rose and fell with the mineral seams beneath the mountains.

Fork Mountain is easy to overlook today. It never became a large incorporated town, and historical sources sometimes blur its location between Anderson and Morgan counties. Yet the surviving record is unusually rich for a small Appalachian coal community. Federal census descriptions, Tennessee Railroad records, government mining reports, topographic maps, court cases, company records, and even surviving coal-company scrip preserve pieces of a place once closely connected to the industrial economy of East Tennessee.

The 1940 census provides particularly strong evidence for its Anderson County identity. Federal enumeration descriptions divided Fork Mountain between two districts in Anderson County’s Civil District 10, with one portion lying southeast of the Tennessee Railroad and another northwest of the tracks. That simple bureaucratic division tells much of the story. By the middle of the twentieth century, Fork Mountain was a community shaped so completely by the railroad that census takers used the tracks themselves to divide the settlement.

Where Anderson and Morgan Counties Meet

Fork Mountain’s location helps explain why its history can be difficult to untangle. The community developed along the New River close to the Anderson and Morgan County boundary, in a rugged landscape of ridges, narrow creek valleys, and coal-bearing mountains.

Some historical records firmly associate Fork Mountain with Anderson County. The 1940 census did so explicitly, placing portions of Fork Mountain in Anderson County’s Civil District 10. The Tennessee State Library and Archives also indexes a historic Fork Mountain photograph under Anderson County.

Other records use Fork Mountain more broadly for the mining district around the county line. The Tennessee Historical Commission, for example, described merchant J. R. Daugherty’s original store as being at Fork Mountain in Morgan County. Rather than proving that one set of records is necessarily wrong, the discrepancy illustrates how residents, companies, and government agencies could use the name for a community and industrial district that did not fit neatly within county boundaries.

The geography also connected Fork Mountain to a wider network of communities along the New River and its tributaries, including Devonia, Buffalo, Moores Camp, Beech Grove, Indian Fork, and settlements farther north toward Scott and Campbell counties. Coal and timber operations spread through this landscape, but the railroad provided the thread binding many of them together.

The Railroad Opens the Mountains

Before coal could transform Fork Mountain, companies needed a dependable way to move heavy freight through terrain that made ordinary wagon transportation slow and expensive. The Tennessee Railroad supplied that connection.

By January 1921, the Commercial and Financial Chronicle reported that the Tennessee Railroad operated from Oneida south to Fork Mountain, a distance of approximately forty-five miles. The publication explained that the railroad and its branches were used chiefly for hauling timber and coal. At the same time, federal authorities had approved another six-mile branch along Beech Fork and Rocky Fork in Anderson County, showing how rapidly rail infrastructure was reaching deeper into the resource-rich valleys.

The railroad altered the possibilities of the New River country. Coal that once lay commercially stranded in isolated mountain seams could now be loaded into cars and shipped toward larger markets. Machinery, supplies, building materials, and workers could move into the region more efficiently. Communities that had once been scattered settlements increasingly became connected to a larger industrial system.

Fork Mountain became one of the important southern points on that system. The rails ran into a landscape where coal companies were preparing to invest not merely in mines, but in housing and the other infrastructure required to sustain a permanent workforce.

Building Fork Mountain

One of the most revealing glimpses of Fork Mountain’s early development appeared in a Morgan County newspaper in 1921. A contemporary item reported that H. M. Hudson, William Ruffner, H. P. Lakin, and William Peters had left for New River after taking a contract to build houses for the Fork Mountain Coal Company.

The announcement is short, but it says a great deal. Fork Mountain was not developing only as a mine opening cut into a mountainside. Houses were being constructed for the people who would live near the operation. The company needed miners, but those miners needed homes, stores, roads, schools, churches, and places where families could establish themselves.

Three years later, Tennessee’s official foreign-charter records listed the Fork Mountain Coal Company as a Delaware corporation registered in Tennessee in 1924 under charter number 7513. The housing construction reported in 1921 therefore shows that the company’s activity in the New River district was already underway before that Tennessee foreign-charter registration.

Fork Mountain was becoming part of the company-centered economy familiar across the Appalachian coalfields. Surviving Fork Mountain Coal Company scrip further illustrates that world. Such tokens circulated through coal communities where workers could conduct business through company-associated commercial systems. The pieces that survive today are small objects, but they represent the daily economic relationships that connected wages, work, family life, and local commerce.

A Community Divided by the Tracks

By 1940, Fork Mountain was established enough to appear specifically in federal census geography.

The Census Bureau placed part of Fork Mountain in Enumeration District 1-15, described as the portion of Anderson County Civil District 10 southeast of the Tennessee Railroad. Another part appeared in Enumeration District 1-16, northwest of the railroad. Elijah, Morco, and Sagamore were also included within the surrounding census geography.

The description provides an unusually clear picture of how important the railroad had become. It was not simply transportation infrastructure passing somewhere near the community. The tracks were prominent enough to serve as the government’s boundary for dividing residents between census districts.

Those federal schedules can potentially take Fork Mountain’s history much further. Household by household, the original population sheets preserve names, occupations, ages, birthplaces, rents, family relationships, and information about where residents had lived five years earlier. Taken together, such records can reconstruct the people behind the mining statistics and railroad reports.

A topographic map provides another view. The 1946 Fork Mountain quadrangle was produced by the United States Geological Survey and Tennessee Valley Authority using aerial photographs and a TVA field examination conducted in 1943. It mapped a landscape of mountains, streams, roads, settlements, and transportation routes during the period when coal remained central to the district.

Fork Mountain was therefore more than a name printed beside a mine. It belonged to a populated industrial landscape stretching through the New River basin.

The Fork Mountain and Regal Mines

Federal coal records make it possible to identify the workings connected directly with the Fork Mountain Coal Company.

In December 1937, the Federal Register listed two operations under the company. One was the Fork Mountain mine, working the Dean coal seam. The second was the Regal mine, associated with the Pee Wee seam.

That distinction is important because Appalachian coal communities often contained multiple workings operating under one company name. A place remembered simply as “Fork Mountain” could include several mine openings, seams, tipples, branches, and work areas scattered through the surrounding mountains.

The company continued appearing in federal documents during the following decade. A 1943 federal record identified B. E. Cheely with the Fork Mountain Coal Company and gave a business address in Knoxville’s Hamilton National Bank Building. Two years later, another federal listing gave the company an address in Williamsburg, Kentucky, while naming both the Fork Mountain and Regal operations at Fork Mountain, Tennessee.

These records connect a remote mountain settlement with a much wider corporate network. Decisions affecting workers along the New River could be linked to offices in Knoxville or even across the state line in Kentucky. Fork Mountain was geographically isolated, but economically it belonged to the larger Appalachian coal industry.

Coal Beneath the Mountain

The coal itself explains why companies continued investing in Fork Mountain.

In 1955, the United States Bureau of Mines published a detailed investigation of Anderson County coal. Federal investigators sampled operating mines and specifically examined the Fork Mountain Peewee mine of the New River Fuel Company. The researchers collected numerous increments of mine-run coal over an entire working shift before preparing samples for laboratory analysis.

The laboratory results recorded Fork Mountain’s Peewee coal as high-volatile A bituminous coal. The sample contained 6.2 percent ash and 0.8 percent sulfur on a dry basis and produced approximately 14,020 British thermal units in the reported analysis. Those numbers help explain the continued industrial interest in mining the seam during the mid-twentieth century.

For the families living at Fork Mountain, however, coal was never merely a geological resource expressed through laboratory measurements. It was the substance that determined employment, household income, settlement patterns, transportation, and danger.

The technical government reports describe reserves, seams, samples, and heating value. Court records reveal what that industry sometimes meant at the level of an individual family.

Ernest Phillips and the Human Cost of Mining

On November 23, 1953, miner Ernest Phillips died in a coal mine operated by the New River Fuel Corporation at Fork Mountain.

His death later became the subject of Phillips v. Eureka Casualty Co., a federal court case decided in 1955. His widow, Elsie Phillips, sought workers’ compensation benefits for herself and their three minor children. The court record identified the mine directly as a New River Fuel Corporation operation at Fork Mountain, Tennessee.

The case offers something that production tables cannot. Behind every ton of Fork Mountain coal stood men entering underground workings, families waiting at home, and the permanent possibility that an ordinary shift could end in injury or death.

Mining communities throughout Appalachia were built around that uncertainty. Coal provided wages in regions where other employment could be scarce, but the work carried consequences that extended far beyond the mine entrance. When a miner was killed, the loss immediately became a family crisis involving income, children, medical expenses, funerals, and sometimes years of litigation.

Ernest Phillips survives in Fork Mountain’s documentary record because his death reached a federal courtroom. Countless other miners entered the same mountains without leaving behind such detailed legal records.

Changing Companies and Changing Methods

Fork Mountain’s coal industry did not remain under one company or one mining system.

By the 1950s, stripping and auger mining were becoming increasingly important across parts of the northern Cumberland Plateau. A later federal court case, Lewis v. Pennington, provides unusually detailed information about another Fork Mountain operation.

Dean Coal Company was organized in 1954 as a stripping and augering company. In May 1956, the operation was divided, with Paul Ross running a division identified as Fork Mountain, or Dean No. 3. At the end of 1958, that Fork Mountain division became a separate corporation known as Double Camp Mining Company.

The case also places Fork Mountain within the turbulent labor relations of the Appalachian coalfields. It discusses attempts by representatives of the United Mine Workers of America to secure agreements with operators and describes disputes over union organization and the union welfare fund. Paul Ross signed a 1956 supplement connected with Dean Coal Company’s Fork Mountain operation, although the broader relationship between the company and the union remained contested.

By this period, Fork Mountain was no longer simply the company camp being built during the early 1920s. Companies changed. Mining techniques changed. Underground mining existed alongside stripping and augering. Yet coal remained the force organizing the local economy.

A Store That Left Fork Mountain

One surviving thread from the community eventually led all the way to downtown Clinton.

J. R. Daugherty operated his original store in Fork Mountain in a simple one-story building. According to the Tennessee Historical Commission, he moved his business to Clinton in 1935. There, the enterprise eventually grew into the J. R. Daugherty Company, a major furniture and household-goods business that benefited from the tremendous population growth associated with Norris Dam and, especially, the development of Oak Ridge during World War II.

The story provides an unusual connection between remote Fork Mountain and one of the largest transformations in twentieth-century Anderson County.

A merchant who had operated in a coal community moved into Clinton just before the federal government began creating Oak Ridge. His later business served families, employees, and scientists arriving in an area where housing and household goods were suddenly in enormous demand.

In that sense, part of Fork Mountain’s history migrated out of the New River valley. The economic world built around coal was not completely separate from the rapidly modernizing Anderson County beyond the mountains. People, businesses, and capital traveled between them.

From Deep Mining to a Changed Landscape

Mining continued altering the Fork Mountain landscape long after the community’s early company-town period.

Government geological studies during the 1950s, 1960s, and 1970s documented extensive coal resources throughout the Fork Mountain quadrangle. Later studies increasingly focused on strip mining, land disturbance, and water quality in the New River basin.

The transition mattered because surface mining changed the mountains differently than underground workings. Roads were cut across slopes. Exposed earth became visible from above. Drainage patterns carried sediment and mine-related material into tributaries and eventually into the New River.

By the 1970s, federal scientists were using new technology to measure the transformation. A United States Geological Survey study employed Landsat satellite data to examine land cover in the New River basin, including the Fork Mountain quadrangle. Water-quality monitoring also identified a federal sampling station specifically called New River at Fork Mountain in Anderson County.

Fork Mountain had moved from the age when geological reports asked primarily how much coal could be recovered to an era when government researchers were also asking what decades of mining had done to the land and water.

The Railroad’s Long Goodbye

The Tennessee Railroad lasted far beyond the first generation of Fork Mountain miners.

The line that had helped make large-scale mining possible in the early twentieth century continued serving the New River coalfield through changing companies and repeated cycles of boom and decline. Even as many small mining communities disappeared or contracted, the rails remained because coal still needed a route out of the mountains.

Eventually that relationship ended.

In 2020, The Courier News reported that no trains had operated over the former Tennessee Railroad since a deep coal mine in the Fork Mountain area near Devonia ceased production in early 2013. The approximately forty-two-mile line between Oneida and Devonia had no active shippers by the time its abandonment reached the federal Surface Transportation Board.

The symbolism is difficult to miss.

Nearly a century earlier, a financial journal described the Tennessee Railroad reaching Fork Mountain and carrying coal and timber out of the New River country. Houses were being built for Fork Mountain Coal Company workers. Mines were opening into the surrounding seams.

By 2013, the disappearance of active coal traffic had taken away the reason the railroad existed.

When the trains stopped, one of the last living connections to the industrial Fork Mountain of the twentieth century went silent.

Finding Fork Mountain in the Archives

Although much of historic Fork Mountain has faded from the physical landscape, the community left a surprisingly broad documentary record.

The Tennessee State Library and Archives preserves evidence that deserves further study. Its Federal Writers’ Project collection contains a 1941 “Cities and Towns” file whose alphabetical range ends with Fork Mountain. The archive’s Looking Back at Tennessee photograph collection also identifies a Fork Mountain image under Anderson County as item SC-027.

Those materials are important because government and corporate records often tell Fork Mountain’s story from the outside. They describe coal seams, railroad mileage, corporate charters, mine ownership, compensation claims, and federal regulations.

Photographs, census schedules, local newspapers, church records, school materials, family collections, and oral histories can restore something different: the people who lived there.

The richest future history of Fork Mountain may therefore come from joining the industrial record with family history. Census households can be compared with mine employment records. Historic maps can identify clusters of houses and roads. Company scrip can document commercial life. Court cases can preserve workers’ names. Photographs can restore faces to a landscape now dominated by forest, old mine works, and the remains of transportation infrastructure.

Why Fork Mountain Matters

Fork Mountain represents a pattern repeated throughout Appalachia, but its surviving records allow that pattern to be seen with unusual clarity.

The railroad arrived because companies wanted timber and coal. Coal companies needed labor, so houses appeared. Workers brought families, and a community formed around the mines. Company operations changed hands. Different seams were worked. Underground mining gave way in part to stripping and augering. Federal investigators studied the coal. Courts recorded deaths and labor disputes. Scientists later measured the environmental consequences. Finally, the coal traffic declined enough that the railroad itself lost its purpose.

None of that means Fork Mountain simply disappeared.

Its history remains in census sheets that place families on opposite sides of the Tennessee Railroad, in a 1921 newspaper notice announcing the construction of company houses, in coal-company tokens carried in miners’ pockets, in federal records naming the Fork Mountain and Regal mines, and in the case of a widow seeking compensation after her husband did not return alive from the mine.

The old maps preserve the roads and streams. Government archives preserve the company names. The mountains preserve the scars of mining.

Together, they reveal Fork Mountain not merely as a point on an Anderson County map, but as one of the many Appalachian communities created when railroads and coal companies pushed into isolated valleys and built entire ways of life around what could be taken from beneath the ground.
