Appalachian Community Histories – Bishop, Virginia-West Virginia: Pocahontas Fuel, Mine Disasters, and a Coal Camp Across State Lines
There are few Appalachian coal communities where a state line mattered less in everyday life and more in official records than it did at Bishop. The community developed directly along the Virginia and West Virginia boundary, with much of the residential settlement associated with Tazewell County, Virginia, while large portions of the mining operation extended beneath neighboring McDowell County, West Virginia. Men could live on one side of the state line, report to work near the other, and spend their shifts moving through underground workings that ignored the political boundary above them. Coal mined in Virginia could even travel through the interconnected system before reaching processing facilities in West Virginia.
That unusual geography would eventually create questions for tax officials, mine inspectors, courts, newspapers, and government agencies attempting to describe exactly where the Bishop operation belonged. For the families who lived there, however, Bishop functioned as a single community rather than two separate places divided by a line on a map.
The Virginia Department of Historic Resources dates the major development of the coal camp to 1930, when the Pocahontas Fuel Company established a new operation along the border. The community was named for company engineer Walter Bishop, and construction quickly transformed the narrow mountain landscape with rows of company houses, mine facilities, roads, railroad connections, stores, schools, churches, and other institutions needed to support a large industrial settlement.
By the time the operation began shipping coal in 1931, Bishop had emerged as another important company community within the larger Pocahontas coalfield, but its position between two states would always distinguish it from most other coal camps in the region.
Before Bishop
Coal did not bring the first people into this section of the mountains, although its development transformed nearly every part of life there. Long before the creation of the Bishop coal camp, families lived throughout the surrounding coves, valleys, and hills of southern Tazewell County, relying upon farming, local roads, churches, small schools, and networks of relatives and neighbors that existed independently of the coal industry.
Historian Terry W. Mullins, whose detailed study of Bishop and its school traces the area back to the late nineteenth century, found that the company town developed within an older rural Appalachian landscape rather than upon completely unsettled land. His work is particularly useful because it connects the history of the coal camp with the families and institutions that existed before Pocahontas Fuel arrived. Mullins drew upon school records, Tazewell County School Board documents, photographs, oral histories, and interviews with former students, teachers, employees, principals, and parents to show how the community changed as coal became the dominant force in the region.
The arrival of Pocahontas Fuel therefore represented more than the opening of another mine. It introduced an entirely different economic system into a place where life had previously revolved around agriculture and small rural communities. Railroad tracks, mine portals, company houses, industrial buildings, and commercial facilities increasingly shaped the valley, while employment in the mines connected local families to a national industrial economy that reached far beyond the mountains of Virginia and West Virginia.
Pocahontas Fuel Builds Bishop
Bishop developed relatively late compared with many of the classic Appalachian company towns that had appeared during the great coal expansion of the late nineteenth and early twentieth centuries. Pocahontas Fuel began building the new community around 1930, arranging rows of one and two-story houses along the narrow roads and hillsides surrounding the mining complex.
Although Bishop was controlled economically by the coal company, the community developed recognizable neighborhoods and districts of its own. Residents used names such as Store Hill, Post Office, Radio Street, Long Row, White Bottom, and Colored Bottom to describe different sections of the settlement. Some of those names reflected geography and community landmarks, while others reveal the racial segregation that shaped coal camp life during the period.
The company provided considerably more than housing because a large mining operation required an entire community infrastructure to support its workers and their families. Bishop eventually included a company store and business offices along with a restaurant, pool hall, barber shop, boarding house, bath house, school facilities, churches, and other gathering places. Alexander Methodist Church was established during the early development of Bishop, while a substantial brick school building was constructed near Stoney Ridge in 1940.
These buildings illustrate how deeply a coal company could shape everyday life. A miner might work for the company underground, live with his family in a house associated with the company town, purchase necessities within the local commercial system, send his children to school in the community, and spend his free time in institutions that had grown alongside the mining operation. Bishop was therefore not simply a mine surrounded by houses. It was a town whose social, economic, and physical development had been organized around coal.
Connecting Bishop to the Outside World
Despite the rapid construction of the new coal camp, Bishop remained relatively isolated during its earliest years because the surrounding mountain terrain made transportation difficult. In September 1931, the Bluefield Daily Telegraph reported on construction of a hard-surfaced road between Adria and the newly developed Bishop community. The approximately four-and-a-half-mile project improved access to a settlement that had appeared only recently in a remote section of Tazewell County.
The road helped connect Bishop with nearby communities, but the railroad was even more important to its economic survival. Bishop’s mining operation was tied to the Norfolk and Western Railway system through the Jacobs Fork Branch and the larger Dry Fork network. According to records preserved by the Norfolk and Western Historical Society, the Bishop operation shipped its first coal on May 29, 1931.
Once those shipments began, Bishop became part of the enormous transportation system that carried Pocahontas coal from the mountains toward steel mills, factories, industrial centers, and ports throughout the eastern United States. A place that remained difficult to reach over mountain roads could nevertheless send thousands of tons of coal into a national market because railroad tracks connected the mine directly with the larger industrial world.
Mines No. 33 and 34
The industrial heart of Bishop centered upon the large mining complex associated with Pocahontas Fuel’s numbered operations, particularly Mines No. 33 and No. 34. Over time, additional workings became connected with the larger Bishop system, creating an underground network that stretched beneath the mountains and across the Virginia-West Virginia boundary.
An extraordinary amount of documentation from this operation survives today in the Pocahontas Mines Collection at Virginia Tech. The collection contains hundreds of boxes of maps, plats, architectural and mechanical drawings, photographs, field notebooks, survey books, engineering documents, and company records connected with Pocahontas Fuel, Consolidation Coal, and related operations throughout the region.
Bishop appears repeatedly within those records. Survey books trace the expansion of the underground workings across decades, while prospecting maps identify coal seams that companies intended to develop. Engineering plans document the preparation plant, mine facilities, drainage systems, sewers, ponds, railroad connections, and other infrastructure necessary to keep the operation functioning.
Together, these records reveal a Bishop that could not be understood simply by looking at the houses and buildings visible above ground. Beneath the surrounding mountains existed a complicated industrial landscape of tunnels, entries, working sections, ventilation systems, haulage routes, electrical equipment, and coal seams that extended for miles beneath two states.
Everyday Life in Bishop
Some of the strongest surviving evidence of everyday life in Bishop comes from photographs taken during the federal government’s Medical Survey of the Bituminous Coal Industry in the 1940s. The survey documented coal communities throughout the United States and created a remarkable visual record of miners, their families, their workplaces, company housing, medical facilities, churches, stores, and other parts of coalfield life.
Bishop received especially detailed photographic coverage. Images from the community show miners gathered in the community building, workers performing skilled industrial jobs in machine and blacksmith shops, employees completing reports, families living in company houses, and the infrastructure surrounding Mines No. 33 and No. 34. Federal photographers also documented private spaces such as houses and outdoor facilities, allowing later generations to see details of life that rarely appeared in company publicity photographs.
These photographs show that Bishop was simultaneously an industrial operation and a family community. Men performed dangerous underground work, but many miners and employees also worked above ground repairing machinery, maintaining equipment, blacksmithing, welding, preparing reports, and completing the hundreds of tasks necessary to operate a modern coal mine. Women managed households, prepared meals, raised children, and participated in churches and community organizations, while children grew up surrounded by the rhythms of shift work and the constant presence of the coal industry.
The photographs also reveal how residents transformed company-built spaces into places of their own. Churches, community buildings, schools, porches, yards, and gathering spaces became part of a local identity that extended beyond the company’s industrial purpose for the town.
Bishop School and the Coal Camp Classroom
Education became one of the strongest community institutions in Bishop. Although the history of schooling in the area predated the coal camp itself, the rapid growth of the mining community increased the number of families and children who needed formal educational facilities. A substantial brick elementary school was constructed in 1940, becoming one of the most recognizable public buildings in the community.
Terry Mullins later made Bishop School the focus of an extensive historical study because the school offered a unique way to examine the relationship between the coal company, local families, organized labor, county officials, teachers, students, and the changing expectations of public education. Through school records and oral histories, Mullins followed generations of Bishop children as the community moved from the height of the company town era into the decades when coal employment gradually declined.
The school occupied an unusual place in local life because it stood within a community created around a private industrial company while operating as part of a larger public education system. Teachers and administrators served children whose families were closely tied to the mines, yet educational policy increasingly came from county and state authorities rather than the company itself.
As decades passed, Bishop School became one of the institutions through which the community developed an identity that was not entirely dependent upon coal. Former students remembered classrooms, teachers, friendships, athletic activities, and community events even after the mining system that had created Bishop began to disappear.
Bishop During the Great Coal Years
By the middle of the twentieth century, Bishop had become a major industrial operation within the Pocahontas coalfield. The region’s high-quality coal was especially valuable for metallurgical purposes, connecting mines in Tazewell and McDowell counties with the American steel industry and other heavy manufacturing centers.
Photographs from the 1940s and 1950s show the enormous scale of Bishop during these years. The preparation plant and tipple stood among the surrounding mountains with conveyors, railroad tracks, coal cars, industrial buildings, storage facilities, and other structures required to process and transport coal. Beneath the surface, the workings continued expanding through multiple seams and mining sections.
Federal investigators later recorded just how large the Bishop operation had become. By 1958, hundreds of employees worked underground and on the surface, with three shifts operating throughout the day. Daily coal production reached thousands of tons, while annual output climbed into the millions.
Those figures help explain Bishop’s importance to the regional coal economy, but they also reveal how dependent the community had become upon the mine. Hundreds of employees meant hundreds of households whose income, security, and daily routines were connected to what happened beneath the mountains. When tragedy struck underground, the consequences therefore reached nearly every corner of the community.
The 1957 Bishop Mine Disaster
On February 4, 1957, Bishop experienced one of the darkest moments in its history when an explosion tore through the No. 34 Mine of the Pocahontas Fuel Company. The explosion occurred during the early morning shift and killed thirty-seven miners, making it one of the deadliest American mining disasters of the decade.
The United States Bureau of Mines conducted a detailed investigation into the explosion, studying the mine layout, ventilation, electrical equipment, methane conditions, rescue work, and physical evidence left underground. Federal investigators concluded that the explosion likely began when an explosive mixture of methane and air was ignited by an electrical arc or spark near the working area. The force of the explosion and resulting fire killed some miners almost immediately, while others died from afterdamp, the poisonous mixture of gases that can follow a mine explosion.
Many other miners escaped, but the survival of those workers offered little comfort to families waiting outside for news of the missing men. Reports from Bishop described relatives and neighbors gathering near the mine while rescue crews searched the underground workings. As the extent of the disaster became clear, hope faded and the names of the dead began circulating throughout the community.
The unusual geography of Bishop also confused national reporting because newspapers frequently described the disaster as occurring near Bishop, Virginia, even though the affected underground workings extended into McDowell County, West Virginia. For the families involved, the distinction meant little. Thirty-seven men had entered the mine and would never return to their homes.
Disaster Strikes Again in 1958
Bishop had barely begun recovering from the 1957 explosion when another major disaster struck less than two years later. On October 27, 1958, an explosion tore through the Bishop mine and killed twenty-two miners.
The Bureau of Mines again conducted an extensive investigation. Federal investigators determined that blasting at a working face broke through into an area where methane had accumulated. The shot ignited the methane-air mixture, and coal dust became involved as the explosion traveled through the workings.
The disaster could have killed far more people. Thirty-seven miners working deeper inside the mine recognized the approaching force, smoke, and gases and quickly constructed barricades. They remained behind those makeshift barriers until rescuers could reach them, while many other miners elsewhere in the operation escaped without injury.
Near the explosion site, however, twenty-two men were killed. Families, miners, rescue workers, reporters, and neighbors once again gathered around Bishop as bodies were recovered from beneath the mountain. The community had now endured two devastating explosions in less than twenty-one months, leaving fifty-nine miners dead.
In a relatively close coal camp where families lived near one another and generations often worked in the same mines, the losses could not remain isolated within individual households. Nearly everyone in Bishop would have known someone connected to the victims, survivors, rescue workers, widows, or children affected by the two disasters.
A Mine Beneath Two States
Bishop’s location along the Virginia-West Virginia boundary was not merely an interesting detail of local geography. As the mining operation expanded, the state line increasingly created complicated questions involving taxation, workers’ compensation, mine safety, regulation, and ownership.
One of the clearest descriptions of the arrangement appears in the 1981 West Virginia case Bishop Coal Co. v. Dailey. The court described an integrated mining operation that extended across the state boundary, with coal severed in Virginia traveling through underground workings before reaching a processing plant in West Virginia. Although the case itself concerned taxation, the court’s description provides valuable historical evidence about how the Bishop mining system actually functioned.
Federal labor records described the same unusual arrangement during the later years of the operation. Bishop Coal Company maintained a Bishop, Virginia address, while much of its mining complex lay across the state line in McDowell County. The company continued producing metallurgical coal used in the steel industry, meaning that an operation rooted in two Appalachian counties remained connected to industrial markets far beyond the coalfields.
Above ground, Virginia and West Virginia were separated by a legally important boundary. Underground, the mine passed beneath both states as a single interconnected industrial system.
From Pocahontas Fuel to Consolidation Coal
Corporate ownership changed during Bishop’s long history, although the community remained centered upon the same coal reserves beneath the mountains. Pocahontas Fuel operated Bishop during its early decades, but Consolidation Coal acquired Pocahontas Fuel during the 1950s as part of the continuing consolidation of the American coal industry.
The Bishop operation later became associated with Bishop Coal Company, which continued mining metallurgical coal from the area. While company names and corporate arrangements changed, generations of miners continued entering many of the same interconnected workings developed beneath the Virginia-West Virginia border.
By the 1970s and early 1980s, federal mine-safety records described increasingly complicated underground systems involving Bishop’s numbered mines and neighboring operations. Ventilation networks, fans, haulage routes, and connected entries meant that problems in one section could potentially affect miners working elsewhere within the system.
The Bishop mining complex had grown far beyond the operation that shipped its first coal in 1931. After decades of expansion, the underground workings had become part of an enormous industrial network beneath the mountains of Tazewell and McDowell counties.
The Long Decline
Bishop survived as a major coal operation longer than many Appalachian company towns, but it could not escape the broader changes transforming the American coal and steel industries. Mechanization reduced the number of workers required to produce coal, while changing steel markets and economic conditions placed increasing pressure on operations devoted heavily to metallurgical production.
The Norfolk and Western Historical Society records mining at Bishop under Pocahontas Fuel, Consolidation Coal, and Bishop Coal Company from the early 1930s into the 1980s. Across those decades, the operation produced tens of millions of tons of coal, representing an enormous transfer of mineral wealth from the mountains of Virginia and West Virginia into the industrial economy.
By the late 1970s and early 1980s, federal records showed increasing concerns over employment and the future of the Bishop operation. Workers sought federal assistance as market conditions changed, while the mines continued operating within an industry that employed fewer people than it had during the great coal years of the mid-twentieth century.
When the primary operation finally closed during the 1980s, Bishop lost the industrial institution around which the town had originally been constructed. Smaller companies and later mining activity continued in parts of the surrounding coalfield, but the era in which one enormous mining complex dominated nearly every aspect of community life had ended.
What Remains of Bishop
The decline of large-scale mining changed Bishop dramatically, but it did not erase the community or its history. Portions of the residential landscape remain recognizable today, including former company houses and the winding settlement pattern created during the development of the coal camp.
The industrial landscape changed more severely. Preparation plants, tipples, tracks, mine structures, and other facilities disappeared or deteriorated as mining declined, while reclamation altered portions of the surrounding terrain. Yet the shape of the valley, surviving buildings, mine entrances, railroad grades, and remnants of industrial infrastructure still provide evidence of the enormous operation that once existed there.
An even larger Bishop survives in archives. Virginia Tech holds mine maps, engineering drawings, survey books, and company records. The National Archives preserves photographs of miners, houses, shops, families, and community buildings. West Virginia collections contain company material, disaster documentation, photographs, payroll information, and other records associated with Pocahontas Fuel and Consolidation Coal. Federal investigations preserve detailed accounts of the 1957 and 1958 explosions, while newspapers recorded the fear, grief, rescue efforts, and uncertainty experienced by the families waiting above ground.
School records and oral histories preserve another side of Bishop by recording childhood, teachers, classrooms, community events, and memories that extend beyond the mine itself. Taken together, these sources make Bishop one of the Appalachian coal communities whose industrial and social history can still be reconstructed in remarkable detail.
Why Bishop Matters
Bishop offers one of the clearest examples of how completely coal could reshape an Appalachian place. An older rural community existed before the mine, but the arrival of Pocahontas Fuel brought industrial development on a scale that transformed the valley. Houses, schools, churches, roads, railroad tracks, stores, mine portals, preparation facilities, and entire neighborhoods appeared around an operation designed to extract coal from beneath the mountains.
Families then transformed that industrial settlement into a community. Children attended school, miners gathered in community buildings, skilled workers repaired machinery in surface shops, families worshiped in local churches, and generations grew up in houses built during the coal camp’s earliest years. Daily life remained tied closely to the mine, but Bishop became more than the company that created it.
The disasters of 1957 and 1958 remain among the most painful chapters in that history. Fifty-nine miners died in the two explosions, leaving a permanent mark upon families throughout Tazewell and McDowell counties. Yet Bishop’s history cannot be reduced only to tragedy because the community endured for decades before and after those disasters.
Its unusual geography makes the story even more significant. Coal moved beneath a state boundary that meant little to the underground workings. Men could labor beneath West Virginia while belonging to a community identified with Virginia, and coal taken from one state could travel through tunnels and processing systems located in the other.
Courts, government agencies, historians, and newspapers repeatedly had to explain Bishop’s relationship with two states, but the people who lived there understood the place in simpler terms. Bishop was their community, regardless of which side of the boundary a house, mine section, railroad track, or processing plant happened to occupy.
Today, the surviving houses, photographs, school records, mine maps, railroad documents, court cases, and disaster investigations preserve the history of a community shaped by coal but remembered through the people who lived there. Bishop belongs to both Tazewell County, Virginia, and McDowell County, West Virginia, making its story not only the history of a coal camp, but the history of an Appalachian community that quite literally crossed the state line.
