Appalachian Community Histories – Jacobs Fork, McDowell County: Coal, Railroads, and the Making of a Mountain Industrial Corridor
Jacobs Fork is one of those McDowell County places whose history is easier to find in railroad drawings and mine records than in traditional town histories. The name belonged to a stream, a community, a Norfolk and Western Railway branch, and eventually a major coal operation. Following those records through the twentieth century reveals how a narrow mountain drainage became part of one of the most heavily industrialized coal regions in Appalachia.
The surviving paper trail begins before the railroad itself reached the valley. Norfolk and Western engineers were already studying a route through Jacobs Fork by 1908, years before the branch was completed. Later right-of-way maps recorded individual families, coal companies, roads, bridges, streams, and property boundaries in extraordinary detail. By 1915 construction was underway from the Dry Fork Branch, and in 1916 the railroad reported that tracks had reached the operations of the New River and Pocahontas Consolidated Coal Company and that coal shipments had begun.
Over the following decades, Jacobs Fork became part of a larger industrial corridor linking Newhall, Squire, Cucumber, Bishop, and other mining operations with the Norfolk and Western system. The branch outlived individual mines and companies, surviving changes in ownership, mechanization, mine closures, and the long decline of McDowell County’s coal economy.
Before the Railroad Came Up Jacobs Fork
Long before trains entered the valley, Jacobs Fork was already a named landscape occupied by families whose property later appeared on railroad surveys. The most revealing evidence comes from the Norfolk and Western’s right-of-way records.
A remarkable series of sixteen engineering sheets prepared in August 1908 and revised in 1910 carried the title “Revised Extension of the Dry Fork Branch up Jacobs Fork and Horsepen Creek to Harmon’s Gap.” The drawings identified land required from the Pocahontas Coal and Coke Company and demonstrate that railroad planners were examining the valley several years before actual construction of the later Jacobs Fork Branch.
Other surviving railroad plats preserve the names of residents and landowners caught in the path of the coming railroad. Among them were members of the Brewster family, R. L. Hutson, John DeHart, A. Z. Litz, W. F. Harman, Ella Weaver, members of the Asbury family, F. T. Conner, and others. Corporate owners including the Pocahontas Coal and Coke Company, New River and Pocahontas Consolidated Coal Company, and Berwind Land Company also appear repeatedly in the records.
These maps are important because they preserve a glimpse of Jacobs Fork before industrial development reorganized the valley. The railroad was not entering empty country. It crossed land belonging to families, redirected roads, required bridges over streams, and divided properties that had existed before the large mining operations arrived.
The surviving research material for Jacobs Fork is unusually rich precisely because railroad engineers recorded these changes so carefully. The archival trail includes right-of-way maps, bridge plans, property plats, mine records, photographs, census material, and later federal documents.
Building the Jacobs Fork Branch
The decisive transformation came during the middle of the 1910s.
Norfolk and Western’s contemporary 1915 reporting stated that the Jacobs Fork Branch was being constructed from the Dry Fork Branch at Rift, West Virginia, for approximately 3.93 miles to reach the operations of the New River and Pocahontas Consolidated Coal Company. At the time of the report, grading was about 75 percent complete. The Cucumber Branch, extending another 1.28 miles from the Jacobs Fork line toward additional operations of the same company, was also under construction and was reported to be about 90 percent graded.
The following year’s report recorded the change from construction project to operating railroad. By 1916 the Jacobs Fork Branch measured 4.01 miles, tracks had reached New River and Pocahontas Consolidated Coal Company operations, and coal shipments were already moving. The Cucumber Branch had also been completed.
A later National Coal Heritage Area survey summarizes the Jacobs Fork Branch as having construction periods in 1913 and 1930, associating the line with Cucumber, Jacobs Fork, and Bishop. The contemporary Norfolk and Western reports provide a more precise picture of the first operating section, showing active construction in 1915 and completion in 1916. The differing dates probably reflect separate phases of planning, construction, and later extension rather than a single moment when the entire railroad appeared.
That distinction matters. Like many coalfield railroads, the Jacobs Fork Branch was not built once and then left unchanged. It grew as companies opened new mines farther into the mountains.
A Railroad Drawn Across the Valley
Few documents show that transformation better than Norfolk and Western Drawing D714.
Revised in January 1932, the enormous map showed the right of way of both the Jacobs Fork Branch and the Cucumber Branch. The original drawing measured roughly 130 inches long, more than ten feet, and brought together numerous earlier property and engineering records into a single representation of the railroad corridor.
Related drawings documented the first railroad crossing of Jacobs Fork, land acquired from the Berwind Land Company, property required from New River and Pocahontas Consolidated Coal Company, and parcels belonging to individual residents. Other plans showed the relationship between the branch and earlier proposals associated with the Iaeger and Southern Railway.
Taken together, these drawings amount to something close to an industrial biography of the valley. Streams were bridged. Roads were altered. Sidings were installed beside mines. Company land expanded. Railroad tracks followed the narrow bottoms where geography permitted construction.
The railroad became the organizing feature around which much of later Jacobs Fork developed.
Coal at Jacobs Fork and Squire
By the middle decades of the twentieth century, Jacobs Fork was more than the name of the railroad.
Virginia Tech’s Pocahontas Mines Collection preserves a photograph dated April 10, 1940, identified specifically as an east view of the tipple of the Jacobs Fork Mine operated by the Pocahontas Coal Company at Squire in McDowell County. The existence of such a photograph is especially valuable because it ties the Jacobs Fork name to a physical coal operation rather than only to the creek or railroad branch.
Federal records from the same year identify the Pocahontas Coal Company’s Jacobs Fork Mine as mine index number 187 and associate it with the Pocahontas No. 3 seam.
The Pocahontas No. 3 was one of the seams that helped give the southern West Virginia coalfield its national importance. Coal from this region was valued especially for metallurgical and industrial purposes, and the transportation network that developed around Jacobs Fork existed largely because those seams could be converted into enormous quantities of marketable coal.
The distinction between Jacobs Fork and Squire can sometimes make the historical record confusing. A mine might carry the Jacobs Fork name while a photograph or mailing address identified the location as Squire. Railroad documents might describe the same general area according to a siding, branch milepost, or company operation. This was common across the coalfields, where company camps, postal communities, railroad stations, creek names, and mines often overlapped without sharing identical boundaries.
For Jacobs Fork, the railroad provides the best thread tying those pieces together.
Bishop Pushes the Branch Farther Into the Mountains
The next major stage of the corridor’s development came around 1930, when the Pocahontas Fuel Company began constructing its large Bishop operation near the Virginia state line.
A Norfolk and Western historical account states that construction of the Bishop community and mine began in 1930. The coal tipple stood on the Jacobs Fork Branch, and the first coal shipment from Bishop left on May 29, 1931. Over its long life, the Bishop operation was worked by Pocahontas Fuel Company, Consolidation Coal Company, and Bishop Coal Company and ultimately produced more than 59 million tons of coal before the main operation closed in 1984.
Bishop changed the scale of the Jacobs Fork Branch. What had begun as a relatively short industrial railroad serving mines nearer the Dry Fork system developed into a line extending roughly ten miles through the valley toward the state boundary.
The expansion also linked several distinct communities and mining operations into one transportation corridor. Jacobs Fork could no longer be understood merely as a small settlement. It was part of a chain of industrial places whose economic lives depended upon the same rails.
A surviving 1943 photograph from Bishop captures miners leaving Mine No. 34 beneath a wartime sign describing the miners as part of the nation’s “coal front.” The image is from Bishop rather than the Jacobs Fork Mine itself, but it illustrates what the branch was carrying during its most strategically important years: coal produced by men working underground in a valley connected to national industry and wartime production through the Norfolk and Western.
The Branch in the Postwar Coalfield
Coal mining changed dramatically after World War II. Mechanization reduced the number of workers required to produce a ton of coal, companies consolidated operations, and many smaller camps and mines disappeared. The Jacobs Fork corridor nevertheless remained industrially active.
A Norfolk and Western station and siding record from 1977 provides an unusually detailed snapshot of the branch late in the coal era. Beginning at the Jacobs Fork Branch Junction, the railroad listed Jacobs Storage Siding, the Pocahontas Fuel operation at Newhall, Call Coal Company’s operation, Newhall Storage Siding, Squire, Craft Siding, Hawley Coal Mining Corporation’s Jacobs Fork operation, Bishop Coal Company’s operation, and finally Bishop near the West Virginia and Virginia line.
The list shows how much industrial activity remained concentrated along one relatively short railroad.
It also demonstrates that the Jacobs Fork name survived changes in operators. By the 1970s, Hawley Coal Mining Corporation was operating what railroad records explicitly called the “Jacobs Fork Oper.” at approximately mile 7.99 on the branch.
A federal document from 1982 provides a rare glimpse into the human side of that operation.
The United States Department of Labor considered the legal status of the Jacobs Fork Operation Burial Fund Association, a voluntary organization whose membership depended upon employment at Hawley Coal Mining Corporation’s Jacobs Fork operation. The association provided death benefits when a member or certain dependents died. Federal officials ultimately concluded that the benefits constituted an employee welfare benefit plan subject to federal law.
Buried inside the language of an administrative ruling is evidence of a mining community caring for its own. The document reminds us that coal operations were not simply production figures, railroad sidings, and corporate names. They were workplaces whose employees created institutions to help families face illness and death.
A Branch That Outlived the Classic Coal Camp Era
Many McDowell County railroad branches disappeared as the mines they served closed. Jacobs Fork proved more durable.
West Virginia’s State Rail Plan continued to identify the Jacobs Fork Branch as a Norfolk Southern line running approximately 10.4 miles from Omega to Bishop and connecting with the Dry Fork Branch about two miles south of Newhall. The state described it as single track with a maximum freight speed of ten miles per hour.
The railroad’s continuing presence is striking when compared with its origins. Engineers had been sketching possible routes up Jacobs Fork and Horsepen Creek in 1908. Construction crews were grading the branch in 1915. Coal was moving by 1916. By the 1930s the line had been pushed toward Bishop, and decades later it still served mines and loadouts through the same narrow mountain drainage.
Even more recently, Norfolk Southern’s mine directory has continued to list a Jacobs Fork coal loadout at Newhall, evidence that the name remains connected to the movement of Appalachian coal more than a century after the first major construction period.
More Than a Name on a Map
Jacobs Fork never became one of McDowell County’s largest incorporated communities, and that may be why its history can seem elusive at first. There is no single Jacobs Fork town archive that tells the entire story.
Instead, the history survives in pieces.
It appears in a 1908 engineering drawing proposing a railroad through land belonging to the Pocahontas Coal and Coke Company. It appears in property plats carrying the names of the families who lived along the valley. It appears in Norfolk and Western’s 1915 report describing workers grading a new branch toward coal operations. It appears again a year later when the company announced that trains were hauling coal.
It appears in a 1940 photograph of the Jacobs Fork Mine tipple at Squire, in the expansion toward Bishop, in railroad records listing sidings and coal companies one after another, and in a federal ruling concerning miners who organized a burial fund for themselves and their families.
Those fragments reveal what Jacobs Fork really was.
It was a creek valley converted into an industrial corridor, one where the geography of the mountains dictated the path of the railroad and the railroad dictated where large-scale coal development could succeed. Mines opened and closed, companies changed names, and the communities along the branch experienced the same population loss that reshaped the rest of McDowell County. Yet the name endured in the stream, the railroad, the mine, and the records left behind.
For more than a century, Jacobs Fork has connected the older family landscape of southern McDowell County with the industrial history that followed it. Its surviving railroad maps and mining records allow us to see that transition almost parcel by parcel, bridge by bridge, and mine by mine.
