Appalachian History Series – Upper Big Branch: The Mine Disaster That Shook West Virginia
On Monday, April 5, 2010, the day after Easter, work continued beneath the mountains near Montcoal, West Virginia. The Upper Big Branch Mine-South was part of the Coal River country, a place where mining had long shaped the land, the economy, and the lives of families across Raleigh and Boone counties. Men entered the mine that day as they had on many others, carrying with them the habits of a dangerous trade and the ordinary hopes of returning home.
At approximately 3:02 p.m., a violent explosion tore through the Upper Big Branch mine. The blast moved through miles of underground workings with terrible force. Twenty-nine miners were killed. Two others were injured. In West Virginia, where coal mining disasters were part of a painful historical memory, Upper Big Branch became the worst coal mining disaster since the 1968 Farmington explosion. Across the United States, it was the deadliest coal mine disaster in forty years.
For the families waiting above ground, the first hours were filled with fear, confusion, and a desperate search for news. For southern West Virginia, the disaster became more than an accident report. It became a wound in the coalfields, a reminder of the human cost of coal, and a test of whether old lessons about mine safety had truly been learned.
The Mine and the Company Behind It
Upper Big Branch Mine-South was operated by Performance Coal Company, a subsidiary of Massey Energy Company. Massey was one of the most powerful coal companies in Appalachia, and its name was already familiar in debates over coalfield labor, regulation, safety, and politics.
The mine itself lay in rugged country near Montcoal. Like many underground coal mines in West Virginia, Upper Big Branch depended on a complicated system of ventilation, machinery, water sprays, rock dusting, roof control, inspections, and daily examinations. These were not small details. In an underground coal mine, methane, coal dust, and ignition sources could become deadly if basic protections failed.
Coal mining had always carried risk, but by 2010 the central safety lessons were well known. Methane had to be controlled. Coal dust had to be diluted with rock dust so that it would not feed an explosion. Water sprays on cutting equipment had to work. Ventilation had to move air properly through the mine. Examinations had to be honest, complete, and followed by corrections. These safeguards had been written into law and practice through generations of loss.
The tragedy at Upper Big Branch was not remembered simply because something went wrong. It was remembered because investigators later concluded that many things had gone wrong, and that the disaster could have been prevented.
The Explosion Underground
Federal investigators found that the disaster began as a methane ignition. In the simplest terms, methane was ignited in the mine, then the flame encountered dangerous accumulations of coal dust. Once coal dust became part of the explosion, the blast grew far beyond the first ignition point.
This is one of the most important facts in understanding Upper Big Branch. A small ignition in a mine can be deadly, but a coal dust explosion can travel with devastating force. Fine coal dust, if left to accumulate and not properly treated with rock dust, can become fuel. The blast can move through entries and crosscuts, feeding on dust as it goes.
MSHA concluded that the physical conditions that led to the explosion resulted from basic safety violations. The agency pointed to problems with ventilation, accumulations of coal dust, inadequate rock dusting, and failures in water sprays on mining equipment. The Governor’s Independent Investigation Panel reached similar conclusions, describing a breakdown in basic safety systems meant to protect miners underground.
The explosion was not blamed on a storm or an earthquake. Independent investigators examined those possibilities and ruled them out. The more difficult truth was closer to the mine itself. The protections that should have kept methane and coal dust from becoming a disaster had failed.
Rescue and Recovery
In the hours after the explosion, mine rescue teams moved toward the disaster with the knowledge that time mattered and danger remained. Rescue work in an underground mine after an explosion is among the most difficult and dangerous tasks in mining. The air may contain poisonous or explosive gases. Roof conditions may be unstable. Fires, smoke, and damage to ventilation can make every movement uncertain.
Teams entered, withdrew, and reentered as conditions allowed. Families waited for word as officials tried to determine whether any of the missing miners had survived. For several days, hope and grief existed together.
On April 9, rescue teams located the last of the victims and determined that none of the missing miners had survived. The last victim was recovered on April 13. By then, the coalfields knew the full scale of the loss.
Upper Big Branch took fathers, sons, brothers, husbands, friends, neighbors, and coworkers. The dead were Carl Calvin “Pee Wee” Acord, Jason Atkins, Christopher Bell, Gregory Steven Brock, Kenneth A. Chapman, Robert E. Clark, Cory Thomas Davis, Charles Timothy Davis, Michael Lee “Cuz” Elswick, William Ildon “Bob” Griffith, Steven “Smiley” Harrah, Edward Dean Jones, Richard K. Lane, William Roosevelt Lynch, Joe Marcum, Ronald Lee Maynor, Nicolas Darrell McCroskey, James E. “Eddie” Mooney, Adam Keith Morgan, Rex L. Mullins, Joshua Scott Napper, Howard D. “Boone” Payne, Dillard Earl “Dewey” Persinger, Joel R. “Jody” Price, Gary Wayne Quarles, Deward Allan Scott, Grover Dale Skeens, Benny Ray Willingham, and Ricky Workman.
Their names became the center of every later investigation, hearing, report, memorial, and public statement. The technical findings mattered, but they mattered because twenty-nine men did not come home.
What Investigators Found
The federal MSHA investigation was extensive. Investigators examined the mine, reviewed documents, mapped conditions, tested physical evidence, and interviewed hundreds of people. The final report concluded that the miners died in a massive coal dust explosion that began as a methane ignition. It also concluded that the conditions leading to the disaster were entirely preventable.
MSHA did more than identify physical causes. It described the company’s unlawful policies and practices as the root cause of the tragedy. The Department of Labor later stated that Massey’s corporate culture placed production over safety. The agency cited practices such as intimidation of miners, advance notice of inspections, and the keeping of hazards in internal records rather than official examination books.
The Governor’s Independent Investigation Panel, led by J. Davitt McAteer, also placed the disaster in a broader safety culture. Its report found that the explosion could have been prevented and that basic safety systems had failed. The panel described failures in ventilation, rock dusting, and water sprays, all of which were meant to keep miners alive.
The West Virginia Office of Miners’ Health, Safety and Training also conducted its own investigation and issued findings, maps, violations, and supporting materials. Taken together, the investigations showed that Upper Big Branch was not a simple accident caused by one broken part or one unlucky spark. It was the result of a chain of failures.
Production Over Safety
One of the most lasting phrases connected to Upper Big Branch is “production over safety.” It appears again and again in summaries of the disaster because it captured what investigators believed had gone wrong at the deepest level.
In coal mining, production pressure is not new. Mines exist to extract coal, and crews work within schedules, tonnage goals, machinery limits, and economic demands. But underground, pressure can become deadly when it pushes safety into the background. A methane reading ignored, a water spray not maintained, a ventilation problem tolerated, a dust problem left for later, or an inspection warning passed along too soon can become part of a larger danger.
The Upper Big Branch reports described a mine where hazards were not properly corrected and where the systems designed to reveal danger did not function as they should have. When the official record of a mine does not match its real condition, regulators, miners, and families are all placed at risk.
This is why Upper Big Branch became more than the story of one explosion. It became a story about power underground and above ground. It asked who had the authority to stop dangerous work, who had the courage to report hazards, who was protected when they spoke, and who was responsible when warnings were ignored.
Mourning in West Virginia
On April 25, 2010, a memorial service was held in Beckley for the miners killed at Upper Big Branch. President Barack Obama and Vice President Joe Biden attended, along with state leaders, families, miners, and members of the coalfield community.
Public memorials cannot repair such loss, but they can show how far grief travels. The deaths at Upper Big Branch were felt in small towns, churches, union halls, nonunion mines, state offices, and homes across Appalachia. Even people who disagreed about coal politics understood the weight of twenty-nine lives lost underground.
The Upper Big Branch Miners Memorial in Whitesville now stands as a place of remembrance. It honors the miners who died, the rescuers who entered dangerous conditions to search for them, and all who have suffered injury, illness, or death in the coal industry. In a region where coal history is often told through production figures, company names, labor struggles, and disasters, the memorial keeps the focus where it belongs, on the people.
Accountability After the Disaster
After the investigations, Upper Big Branch moved into courtrooms, federal agencies, and public policy debates. MSHA issued 369 citations and orders against Massey and Performance Coal Company, including 21 flagrant violations. The civil penalties totaled more than $10.8 million, the largest in MSHA history at that time.
In December 2011, the U.S. Department of Justice announced a $209 million agreement with Alpha Natural Resources, which had acquired Massey earlier that year. The agreement included payments and safety investments connected to the criminal investigation. It required mine safety improvements, money for a mine health and safety research trust, restitution to families, and payment of civil penalties.
The legal aftermath also reached former Massey chief executive Don Blankenship. In 2016, Blankenship was sentenced to one year in federal prison and ordered to pay a $250,000 fine after being convicted of conspiracy to willfully violate mine health and safety standards. The conviction did not satisfy every family member or critic. Some believed accountability should have gone further. Still, the case became one of the most closely watched mine safety prosecutions in American history.
The Historical Meaning of Upper Big Branch
Upper Big Branch belongs to the long history of Appalachian coal mining disasters, but it also stands apart because of when it happened. This was not the early twentieth century, when mine explosions were more common and regulation was weaker. This was 2010. The dangers of methane and coal dust were known. The safety laws existed. The technology and procedures existed. The lessons had already been paid for by earlier generations of miners.
That is what makes the disaster so haunting. It was modern, investigated in detail, and followed by a clear conclusion from multiple sources that it could have been prevented.
In Appalachian history, coal is never just coal. It is work, pride, danger, politics, land, family, and memory. It built towns and divided communities. It paid bills and took lives. It created wealth and left scars. Upper Big Branch sits within that larger story, but it should not be softened into a symbol alone. It was a real disaster in a real mine, and twenty-nine men were lost.
The question left behind is not only what happened at 3:02 p.m. on April 5, 2010. It is what happened before that moment, in the days, months, and years when safety systems existed but failed to protect the men who depended on them.
A Memory Carved Into the Coalfields
Today, the name Upper Big Branch still carries weight in West Virginia. It is spoken in mine safety training, in legal histories, in coalfield families, and at memorial gatherings. It reminds Appalachia that the cost of coal cannot be measured only in tons, wages, or electricity. It must also be measured in lives.
The men who died at Upper Big Branch were not historical footnotes. They were workers in one of Appalachia’s hardest and most dangerous industries. They were part of families and communities that still remember them not as numbers in a federal report, but as people.
The disaster changed laws, careers, companies, and public conversations, but its deepest legacy is simpler and heavier. Twenty-nine miners went underground in Raleigh County, West Virginia, and did not return. Their story remains one of the defining coalfield tragedies of modern Appalachia, and one of the clearest warnings in American mining history that safety rules written in law mean little unless they are honored in practice.
